About the prosecution aspect, my suspicion is that in some strata of society that prosecution is already taking place at a more local level.

I live in a large city, and local law enforcement has been rather perplexed by waves of seeming random street shootings in the city core that seem to follow the waves of Covid deaths that disproportionately plague those communities.

I have been considering the possibility of that some of those deaths may actually be revenge killings in situations where someone's mother, friend, partner, etc., died because of someone else's irresponsible behavior.
